Laboratory animals: authorisations and enforcement
All projects involving the use of animals require prior authorisation from a body known as the Project Authorisation Board (formerly the Animal Experiment Board).
The procedures to be carried out on animals in the course of projects must be designed by a qualified individual. More information about qualification requirements is provided below.

Newsletter 3 December 2025: On 1 January 2026, the management of laboratory animals will be transferred to the Finnish Food Authority, resulting in restrictions on the processing of project authorisations at the start of the year.
The current electronic system will be shut down in December 2025. The Finnish Food Authority will begin using the new electronic system in January 2026. Content from Avi’s Tiimeri will be transferred to Finnish Food Authority’s Pikantti website.
Applications can be prepared using the Word application forms available on our website (Avi's website will be usable until the end of the year, and the Finnish Food Authority’s website will be published at the start of the year).
December 2025:
Urgent modifications to authorisations can be requested in the current electronic system until 12 December 2025. You can also contact us by telephone or by email. Please note that we are on holiday between 29 December 2025 and 4 January 2026.
