We strive to ensure the statutory accessibility of our services.
Act on the Provision of Digital Services (306/2019) (in Finnish)
This accessibility statement concerns
- the general customer service contact form of the Regional State Administrative Agency
- other electronic customer portals that will be available on the same service platform in the pilot of the Regional State Administrative Agency’s open customer feature during autumn 2021: e-service portals for animal testing permits, early childhood education and care and occupational safety and health
- electronic service forms.
State of accessibility
The website largely meets the accessibility criteria at level A and AA (WCAG 2.2) required by law and has no critical accessibility issues apart from a few exceptions. The greatest shortcomings observed are related to PDF documents.
Non-accessible content
The following content is not accessible because the service does not yet comply with the Act on the Provision of Digital Services (306/2019). The issues are specified in the new external expert assessment of the accessibility of the website, commissioned in December 2021. The accessibility of the service is constantly being developed.
The implementation is on a ServiceNow platform with the base level of accessibility it entails. The next version of the ServicenNow platform, Rome, promises WCAG 2.1 AA support to the Service Portal. We are also constantly making improvements on content. We will update the accessibility statement as soon as identified issues are fixed.
Most of the identified issues concern users who use assistive technology, such as screen readers.
Issues with text alternatives
- There are some elements in the service with missing or incorrect text alternatives. (WCAG 1.1.1)
Content structure problems, shortcomings in headings and labels
- The service has some shortcomings in structures, such as the use of headings and the use of other HTML elements. This causes problems related to perceptibility and manageability. (WCAG 1.3.1, 2.4.6)
Shortcomings in document headings
- PDF documents produced by the system are missing titles. (WCAG 2.4.2)
Shortcomings in the reading order and cursor in PDF documents
- The PDF document contains contents that cannot be read using all assistive technologies in the correct order of reading. In addition, the cursor does not follow the text. This causes problems for some people using assistive technology. (WCAG 1.3,2, 2.4.3)
Issues with language definitions
- The service contains pages and individual sections within pages with the wrong language selection. (WCAG 3.1.1 and 3.1.2)
Issues with the coding of PDF documents
- There are issues with the code labels of PDF documents. (WCAG 1.1.4)
Issues with the naming of user interface components
- The PDF document mainly contains some UI components whose names cannot be determined programmatically. Some issues have been identified in the aria labels on the pages. (WCAG 4.1.2)

This statement was prepared 18 October 2021.
The statement is based on a third-party assessment of whether the website meets the requirements of Directive (EU) 2016/2102.
