Notification of transporting animals to/from Finland
If you are transporting animals to/from Finland and you do not possess the animal transport authorisation specified in the animal transport legislation, you must register as an animal transporter.
Information about the notification
You must submit the notification if you transport animals to/from Finland and you do not possess the animal transport authorisation specified in the animal transport legislation. The notification is required if you transport, in private capacity, ungulates or poultry or, as a private individual, cats, dogs or ferrets for commercial purposes.
If you possess an animal transport authorisation, you do not need to submit the notification.
Submit the notification using the form available in the Suomi.fi service.

Send the form to the registry of the Regional State Administrative Agency in whose area the animal transporter lives.
We recommend that you use the secure email of the Regional State Administrative Agency.
Use the secure email connection when sending material that contains personal identity codes or other confidential or sensitive information.
From 1 January 2024, a fee of EUR 85 is charged for the registration.
We recommend that you submit the registration notification well before the trip (for example, two weeks in advance)
so that the registration can be entered in TRACES before your trip.
You will receive an email confirmation of your registration.
It will remain in effect until we receive notification from you that you are no longer transporting animals.
Once your notification has been registered, you will receive an email confirmation.
I have already submitted the notification. Which changes should I report and when?
Remember to report any changes
- in your transport operations (for example, in vehicle types or animal species).
- you stop transporting animals to/from Finland.
Submit a new notification and enter the same contact details in the new notification as in the first notification.
Remember to report any changes well in advance of the next trip so that the up-to-date information can be entered in the authorities’ system.
