Oversight of education services

At the Regional State Administrative Agencies, we enforce the realisation of the customers’ legal rights in pre-primary education, basic education, general upper secondary education, upper secondary vocational education and training as well as in basic education in the arts and liberal adult education.   

For a justified reason, the Regional State Administrative Agency may, on its own initiative, investigate whether pre-primary and basic education has been organised in accordance with the law. Enforcement may be based on information received from a guardian, staff, or the media or on factors that have emerged in connection with another matter. Enforcement at the authority’s own initiative is mainly carried out in writing. As a result of the enforcement, the Regional State Administrative Agency can provide guidance to the education provider on how to act. However, the Regional State Administrative Agency cannot carry out enforcement on its own initiative in matters related to morning and afternoon activities or home education. 

However, we process complaints on the basis of which we can investigate after the fact whether the education provider has complied with the law.  According to law, pupils and students have the right to things like education, a safe learning environment and sufficient support. The subject of the complaint may be a public or a private operator.
